415 Market Street, Citizens Care & Rehabilitation Center, c. 1966
The Citizens Care Center building was constructed on 2.6 acres of land that was home to an iron mill in the 1840s, before becoming part of a canal called the Log Pond. The Log Pond was where logs that had been shipped down the Susquehanna River were held. The logs were used for building materials with even the rafts being taken apart for the lumber. Many structures in town were framed from the trimmed logs.
During World War II the government almost purchased the property for the construction of Higgins boats to be used in the Invasion of Normandy, but those plans were never finalized. It was basically a large swampy field that went to the river, along with a log pond created by the nearby DuBois sawmill. Citizens Nursing Home was built in 1966 with its first resident admitted in January 1967 to one of its 74 beds and 48 employees to staff the center.
In June 1972, during Hurricane Agnes, the residents of Citizens Nursing Home had to be evacuated due to massive flooding in the entire area. Buses came from the Aberdeen Proving Ground and transported residents to higher ground north of the city at Meadowvale Elementary School for temporary shelter. Judy Hopps and Ed Strong helped the Salvation Army to provide food and other supplies.
In 2005 the name was changed to Citizens Care & Rehabilitation Center. The year 2008 saw a $1 million construction project begin to modernize the facility, but because it was a nonprofit, without authority to borrow money on its own, it had to seek assistance from Harford County and the Maryland state government. In March 2011, title to the land was transferred from the City to Harford County and the original 74 beds have now increased to 184 semi-private and private rooms as well as therapy and other facilities. Citizen Pharmacy Services opened in the rear of the center in 1995 with two pharmacists. In 2017 Citizens Care celebrated 50 years in business in Havre de Grace.
Citizens Care Center is overseen by the Citizens Nursing Home Board that meets monthly. The board's duties are to establish, maintain, and operate a nursing or convalescent home and any other facilities and services necessary for the proper care and treatment of aged, convalescent and chronically ill residents of the county. The professional staff are supplemented by a large group of invaluable volunteers who oversee activities and tend the gift shop.
